1. About SDO-NE LearnHub
SDO-NE LearnHub is a student-friendly learning resource platform operated by the Department of Education – Schools Division Office of Nueva Ecija (SDO Nueva Ecija). It allows learners and educators to search, view, and, when permitted, download learning resources.
This Privacy Policy applies to the public SDO-NE LearnHub mobile application and the public LearnHub web repository. Separate authorized web administration features may process additional account information as described below.
2. Information processed when you use the public app
The public mobile app is designed so that learners can access public learning resources without creating or signing in to an account.
Usage and learning-resource activity
To understand which resources are useful and to improve the repository, LearnHub may record privacy-conscious usage events such as:
- search activity and the number of matching results;
- selected filters such as subject, grade level, resource type, quarter, or tag;
- resource detail views, viewer opens, and downloads;
- general device class, such as mobile, tablet, or desktop; and
- whether a web session is signed in or using the platform as a guest.
Search terms are processed to return relevant results. For stored repository analytics, LearnHub uses a one-way fingerprint of the normalized search phrase rather than storing the raw search phrase, together with limited information such as query length and selected filters.
Technical and security information
Like most internet services, LearnHub processes technical request information such as the device/browser user-agent and Internet Protocol (IP) address. These are used for security, rate limiting, abuse prevention, auditing, and the issuance of time-limited protected file-access tickets.
Where retained by LearnHub security controls, IP addresses and user-agent values are stored as one-way keyed hashes rather than as their plain-text values.
Random event identifiers
The Android app may send a random event identifier when reporting a resource view. This identifier is used to prevent the same view from being counted more than once. It is not a learner account identifier and is stored in hashed form for a limited period.
3. Information stored on your device
If you download a learning resource for offline use, the file is stored on your device so that you can open it later. The app may also store local settings, cached resource information, or other information needed for normal app operation. You can remove downloaded resources by deleting them from the app or device storage, subject to the features available in your installed version.
4. Authorized web accounts
The public mobile app does not require an account. However, the LearnHub website includes separate authorized functions for personnel who manage learning resources and system administration. When those authorized web functions are used, LearnHub may process information such as name, official email address, assigned role, login/security records, bookmarks, viewing history, download activity, reading progress, and administrative actions.
These account-related functions are used only for authorized platform operations, access control, continuity of work, security, and accountability.
5. How information is used
LearnHub processes information only for legitimate educational, operational, and security purposes, including to:
- deliver and display learning resources requested by users;
- support authorized offline downloads;
- improve search, content organization, and resource availability;
- produce aggregate repository utilization and engagement reports;
- protect the service from abuse, excessive automated requests, unauthorized access, or malicious activity;
- maintain system integrity, auditability, and reliable operation; and
- comply with applicable legal, regulatory, and government requirements.
6. Advertising, sale, and sharing of data
SDO-NE LearnHub does not sell or rent personal information and does not use collected information for targeted advertising.
Information may be accessible only to authorized SDO Nueva Ecija personnel and service providers that support the hosting, security, storage, or operation of LearnHub, when access is necessary for those functions and subject to applicable safeguards. Information may also be disclosed when required by law, lawful government process, or to protect the security and integrity of the service.
7. Children and student users
LearnHub is intended to support learners, including school-age users. The public app is designed to provide access to public learning resources without asking learners to create an account or enter their name or email address as a condition for access.
Usage information described in this policy is not used to build advertising profiles of children or students. Parents, guardians, or school personnel who believe that personal information has been submitted to LearnHub inappropriately may contact SDO Nueva Ecija using the details below.
8. Data security
SDO-NE LearnHub uses reasonable technical and organizational safeguards appropriate to the service. These include access controls, protected resource storage, security logging, one-way hashing of selected security identifiers, request rate limiting, and time-limited access tickets for protected files.
No method of electronic transmission or storage is completely risk-free. SDO Nueva Ecija therefore reviews and improves safeguards as reasonably necessary for the service.
9. Data retention
Information is retained only for as long as reasonably necessary for the purpose for which it was processed, for platform security and operational requirements, and for applicable government records or legal obligations. Temporary file-access tickets are short-lived and expired tickets are routinely removed. Other operational, analytics, and audit information may be retained for appropriate reporting, accountability, security, and records-management periods.
10. Your privacy rights
SDO Nueva Ecija respects applicable rights of data subjects under the Data Privacy Act of 2012 (Republic Act No. 10173), its Implementing Rules and Regulations, and relevant issuances of the National Privacy Commission.
Subject to applicable law and appropriate identity verification, a data subject may request information about personal data being processed, request correction of inaccurate information, or raise concerns regarding access, use, retention, blocking, or deletion of personal data.
11. Third-party content and links
Learning resources available through LearnHub may contain references or links to external websites or services. SDO-NE LearnHub is not responsible for the privacy practices of independent third-party services. Users should review the privacy information provided by those services before submitting personal information to them.
12. Changes to this Privacy Policy
This policy may be updated when LearnHub features, data practices, legal requirements, or security measures change. The current version will be published on this page with an updated effective date.
