Privacy Policy
How SDO-NE Library Hubs uses information when you browse, sign in, and borrow resources.
Last updated:
The essentials
- You can browse without a borrower account. Resource views and downloads may still be logged.
- Signing in and borrowing require identity, assignment, contact, and request details.
- You can ask about your information, request corrections, or raise a privacy concern.
Who this policy covers
This notice applies to the SDO-NE Library Hubs catalog and borrowing portal operated by the Department of Education — Schools Division Office of Nueva Ecija. It covers visitors, borrowers, Library Hub staff, and system administrators using this portal.
Students may browse without creating an account. Online borrower sign-in uses an official @deped.gov.ph Google account and the portal's borrower profile requirements. Learners who need help borrowing should ask their teacher or Library Hub staff.
Information we collect
- Sign-in information
- Google provides your verified email, name, account identifier, organization-domain information, and profile-picture link when available. Staff and administrators may use their assigned username and password or the verified DepEd Google account linked to their existing staff account. Google sign-in does not create staff access or change assigned roles.
- Borrower profile
- Your name, official email, contact number, position, borrower type, and school or division-office assignment, including School ID and school name where applicable.
- Requests and circulation
- Selected resources, quantities, Library Hub, reference codes, preferred collection date, request decisions, borrowing and return dates, and related transaction records. Staff may enter or update circulation records while assisting you.
- Usage and security records
- Resource views and downloads, resource identifiers, IP addresses, sign-in activity, account changes, and other audit events, where recorded. Server and security logs may also contain request times, page addresses, and browser or device information.
Information comes from you, Google's sign-in service, authorized staff handling library transactions, and your use of the portal. Submit only information relevant to your account or library request.
How information is used
- Verify account access and link you to the correct borrower profile.
- Review borrowing requests, coordinate collection, and manage returns and account updates.
- Maintain circulation, accountability, and audit records; investigate errors or misuse.
- Prepare library usage and circulation reports to support collection management.
Personal information is processed for these library-service purposes and applicable public-service and recordkeeping responsibilities. The Data Privacy Act of 2012 requires an applicable lawful basis for processing. Where an additional activity relies on consent, its purpose and choices must be explained separately; simply reading this policy is not blanket consent.
Library Hub staff review borrowing decisions. Availability checks and request limits help process submissions; submitting a request does not guarantee approval.
Access and other services
Your profile and transaction information is available to authorized Library Hub personnel and administrators according to their responsibilities. This may include staff processing requests, circulation, reports, and technical support. The public catalog does not display borrower profiles or individual borrowing histories.
Information may be handled by service providers supporting hosting or maintenance, or disclosed to competent authorities when lawfully required. Contact the division for information about the providers and disclosures applicable to your records.
Google sign-in: the portal requests basic identity information, not access to your Gmail messages or Drive files. Your Google password is entered with Google and is not received by Library Hubs. Google's handling of its services is described in the Google Privacy Policy.
When you follow a digital-resource or other external link, that service's own privacy practices apply.
Cookies and browser storage
Session cookies support sign-in, security checks, and your request list. Blocking them can prevent account and borrowing functions from working.
The catalog saves your grid or list preference in this browser. It also temporarily remembers your catalog page and scroll position so you can return after viewing a resource. You can clear these through your browser's site-data settings; doing so may sign you out and reset preferences.
Sign out after using a shared computer. Signing out or clearing browser data does not delete account, circulation, or server records.
Protection and retention
The portal uses authenticated sessions, account permissions, request verification, and validation to restrict access and protect account and borrowing functions. Only share your account credentials through the intended sign-in service.
Retention depends on the type of record, the purpose of processing, and applicable DepEd or government recordkeeping obligations. Completed requests may remain part of circulation and accountability records. Ask the division about the retention period and disposal process that apply to your information, including any retained copies or backups.
Under the Data Privacy Act, personal information must not be retained longer than necessary for its lawful purposes. A deletion request may be limited by an outstanding transaction or a legal requirement to keep the record.
Your choices and rights
You may browse without signing in. If you choose not to provide required borrower information, online requests cannot be completed. Ask Library Hub staff about assistance available to you.
Subject to applicable conditions and exceptions under Philippine law, you may:
- Be informed about the processing of your data and request access to it.
- Ask for inaccurate or incomplete information to be corrected.
- Object to processing, withdraw consent where consent is the basis, or request erasure or blocking when applicable.
- Request data portability where applicable and seek remedies, including filing a complaint with the National Privacy Commission.
Borrowers can review their account and edit supported profile details in My Account. Google-managed identity details are linked to the verified sign-in account. For other changes or rights requests, contact the division. Identity verification may be needed before personal records are released or changed.
A parent or legal guardian may help a minor raise a privacy concern. Read the National Privacy Commission's guide to data subject rights for more information.
