COMPLETE PROCESS FLOW

How to Develop and Quality Assure a Locally Developed Learning Resource (LDLR)

For Teacher-Developers | LRMDS Coordinators | School Heads | QA Teams

PHASE 1: Planning and Conceptualization
Step 1 – Identify the Need

✔ Must align with Curriculum Guide

✔ Must specify MELC code

If no MELC alignment → STOP.

PHASE 2: Development (Using DM No. 164, s. 2021 - General and Technical Specifications of Locally Developed Learning Resources)
Step 2 – Choose LR Type. Please refer to Division Memo No. 164, s. 2021

Storybook | Self-Learning Kit (SLK) | ADM Module | Activity Sheet

Step 3 – Follow Required Structure

Step 4 – Apply Technical Standards

Failure to follow general and technical specification will automatic return at QA stage. Please refer to Division Memo No. 164, s. 2021

PHASE 3: Internal Review (Before QA Submission)

Required Documents: (3 Copies)

Incomplete submission = Returned immediately.

Step 7 – Formal Quality Assurance Review
FOR ELEMENTARY LEVEL
School QA Team (SQAT)

Initial Technical and Content Screening

  • Checks completeness of required LR components
  • Reviews alignment to MELC and Curriculum Guide
  • Evaluates content accuracy and age-appropriateness
  • Assesses language clarity and grammar
  • Verifies layout and format compliance (DM 164 standards)
  • Ensures required documents are attached

If non-compliant → Returned to Development Team with SFCR.

If compliant → Endorsed to District QA Team (DQAT).

District QA Team (DQAT)

Secondary Validation and Technical Verification

  • Re-validates curriculum alignment and competency coverage
  • Reviews technical specifications compliance
  • Examines instructional design coherence
  • Checks completeness of documentation
  • Validates intellectual property compliance

If non-compliant → Returned to developer via SQAT.

If compliant → Endorsed to Division QA Team (DVQAT).

Division QA Team (DVQAT)

Final Academic and Technical Review

  • Conducts comprehensive content evaluation
  • Validates instructional effectiveness
  • Confirms full compliance with DM 164 and QA standards
  • Reviews SFCR compliance history
  • Determines need for Field Testing (if applicable)

If non-compliant → Returned to developer via DQAT.


Possible Decisions:

  • Minor Revision
  • Major Revision
  • For Field Testing
  • Approved for Specialty Clearance

FOR SECONDARY LEVEL
School QA Team (SQAT)

Initial Review and Screening

  • Checks MELC alignment and content validity
  • Ensures compliance with technical formatting standards
  • Reviews language, layout, and documentation

If compliant → Direct endorsement to Division QA Team.

No District QA layer for Secondary Level.

↓
Division QA Team (DVQAT)

Final Authority for Review and Decision

  • Performs full academic and technical validation
  • Evaluates instructional soundness
  • Determines approval, revision, or field testing

If non-compliant → Returned to developer via SQAT.


Possible Decisions:

  • Minor Revision
  • Major Revision
  • For Field Testing
  • Approved

Important:
All QA findings must be documented using the Summary of Findings and Corrections Report (SFCR). No Learning Resource may proceed to printing or distribution without formal approval from the Division QA Team.

PHASE 5: Revision Loop

Process repeats until compliant.

PHASE 6: Field Testing (If Required)
PHASE 7: Final Review
PHASE 8: Specialty Clearance

Division QA issues Specialty Clearance Certification.

No clearance = No printing.

PHASE 9: Endorsement and Distribution
